A commercial building in Dubai without code-compliant panic hardware on its fire exits is one of the fastest ways to fail a Dubai Civil Defence inspection — and, far more importantly, to put occupants at risk during an actual emergency. Facility managers and procurement teams across the UAE increasingly ask the same question: which panic bars actually meet Dubai Civil Defence and EN1125 requirements, and how do you choose between the different types on the market? This guide breaks down what Dubai Civil Defence expects from emergency exit hardware, what EN1125 certification actually covers, and how to select the right panic bar for your building.

What Dubai Civil Defence Requires for Emergency Exit Doors

Dubai Civil Defence (DCD) treats panic hardware as mandatory on exit doors in commercial buildings, hotels, schools, hospitals and other public-occupancy properties. The core requirements building owners in Dubai and across the UAE need to plan around include:

  • Outward swing in the direction of egress — every fire exit door must open outward so a crowd pushing toward it cannot block its own escape route.
  • Panic hardware on all exit doors — a push bar or touch bar that releases the latch with a single motion, without keys, codes or twisting a handle.
  • Minimum escape corridor width — generally around 1,100mm in public and residential buildings, kept clear of obstructions at all times.
  • Maximum travel distance to the nearest exit — typically up to 60 metres on floors protected by an automatic sprinkler system, less where sprinklers are absent.
  • Clear, illuminated signage identifying every emergency exit and the panic hardware fitted to it.

These rules apply whether the door is a standard fire exit, a rated fire and smoke door, or a secondary exit from a warehouse or retail unit — and they are checked during DCD inspections and NOC renewals.

EN1125 Panic Hardware: What the Certification Actually Means

Not every push bar sold in Dubai carries genuine certification. EN1125 is the European standard for panic exit devices operated by a horizontal touch bar — the correct choice for doors used by the public or by anyone who may not be familiar with the building. A related standard, EN179, covers lever-operated emergency exit devices for single-person-use rooms such as offices, where occupants are trained on the door.

What Certified Devices Are Tested For

  • Cycle durability — genuine EN1125 hardware is tested to 200,000+ operating cycles.
  • Anti-thrust mechanisms that prevent the latch bolt being forced back from outside.
  • Single-point or two-point locking, with two-point (top and bottom shoot bolts) required on wider fire and smoke doors.
  • Fire door compatibility, where the panic bar itself must be fire-rated to match the door it's fitted to.

Uncertified or generic panic bars may look similar but often fail on cycle testing or anti-thrust performance — the exact failure points a DCD inspector or insurance assessor will check first.

Choosing the Right Panic Bar for Your Dubai Building

As a rule of thumb: single, narrower fire doors in shops or offices are usually well served by the SES 378, wider or heavier fire/smoke doors need the two-point locking of the 376 SES, and any exit that also needs controlled entry from outside should add the 1413 trim.

Panic Bar Buying & Maintenance Checklist

  • Confirm the device is EN1125 (public doors) or EN179 (single-person offices) certified — ask for the certificate, not just a sticker.
  • Match the panic bar to the actual door leaf width and material (timber vs metal, fire-rated vs standard).
  • Use two-point locking on any door wider than a standard single leaf or on rated fire/smoke doors.
  • If the door also needs electronic access control, choose electric-strike-compatible hardware rather than retrofitting later.
  • Add panic bars and exit devices to your building's Annual Maintenance Contract (AMC) — door closers, floor springs and panic hardware all need periodic cycle checks, not just the door motor.
